What a super tool put out by Palm Beach County lets you know you search an address to see what type of flood zone the property is in.

Zones B,C or X the owners have options to carry a flood policy. IE Usually the lender does not require flood insurance.

Zones A, AE, A1-30, AH, AO, AR, A99,V,VE and V1-30 the owners MUST carry flood insurance to qualify for a loan.

Hi Mark.  Yes, great tool.  Though, I believe that those in AE zones that are above a certain height requirement, may not require flood insurance.  (Not sure about this, check with the insurance companies.)
